Cultural heritage sites that require restoration will be able to be put up for auction along with lots that are more attractive to investors, for example, land for residential development. Such a bill was approved by the government commission on legislative activity on Monday, December 1, sources in the Cabinet of Ministers told Izvestia.
The bill provides for the creation of a mechanism aimed at saving dilapidated and abandoned historical and cultural monuments through the involvement of private investors, said Vladimir Gruzdev, Chairman of the Board of the Russian Bar Association.
"The draft law provides for the possibility of a Single development Institution for the sale or lease of a land plot and a cultural heritage site located on it," said the Chairman of the Board of the AYUR.
The expert added that the provisions of the draft law also provide for the obligations of the buyer to carry out work aimed at preserving the cultural heritage site, as well as the procedure for terminating the contract in case of violation of the essential terms of the document. At the same time, in order to ensure guarantees for the preservation and restoration of cultural heritage sites by investors, the draft law includes provisions that provide for restrictions on transactions with cultural heritage sites and land plots until the completion of measures for their preservation and restoration.
Restrictions do not apply when mortgaging an object against a loan for its restoration, when changing the owner of apartments in houses built with the participation of equity holders, as well as when transferring rights by inheritance or as a result of reorganization.
"If the investor provides an independent guarantee, the limitation of the turnover will not apply to the land plots obtained as a result of the auction, to the buildings, structures and premises built on them," Vladimir Gruzdev explained.
On August 19, it was reported that in the Pskov region, two more sites were proposed to be included in the UNESCO World Heritage tentative list at the national level. These are the Church of the Assumption in Meletovo and the Pushkin Literary Landscape.
