The idea of declaring ownerless apartments bought for investment can set a dangerous precedent and undermine guarantees of private ownership. This was announced on December 1 by Dmitry Trepolsky, a finance expert and business analyst at Pronline.

Trepolsky noted that mandatory accounting could help to "whitewash" the rental market and increase tax revenues, as well as encourage owners to bring housing to the market or sell extra square meters. However, according to him, there are much more disadvantages in such an initiative.

"The key concern concerns interference with the right of private property, which is enshrined in the Constitution. Recognizing an apartment as "ownerless" based on the fact that the owner does not live in it or has not submitted data to the registry creates a dangerous precedent and undermines property ownership guarantees," Trepolsky said in an interview "Газете.Ru ".

He stressed that recognizing an apartment as "ownerless" only because of the lack of registration or residence in it interferes with the constitutional right of private ownership and sets a precedent: today it may concern an empty dwelling, and tomorrow - a car or any other asset that the owner temporarily does not use.

The expert added that such decisions can create "corruption and market" risks. The threat of foreclosure, he said, could trigger a massive sale of real estate, which would cause prices to fall and hit the construction industry, which is already under pressure after the curtailment of preferential mortgages. In addition, it is almost impossible to prove that housing is really an investment, and not, for example, bought for children for the future.
