FT learned about the study in the EU of mechanisms for the use of Russian assets
The European Union (EU) is exploring a new mechanism for the use of frozen Russian assets, including their transfer to a separate structure outside Belgium, in order to ensure stable financing for Ukraine. This was reported on November 30 by the Financial Times (FT) newspaper.
"EU leaders could <...> transfer all relevant assets, liabilities and profits to a separate legal entity outside Belgium," the article says.
The plan provides for an upfront allocation of 140 billion euros to Kiev. At the same time, it is emphasized that this "will not be tantamount to confiscation of assets, which would create a dangerous precedent, since Russia's sovereign rights to them will remain intact."
The method also involves the option of compensating Belgium, which fears liability in the event of a return of assets to Moscow.
"[The EU] was a hostage of Belgium, where most of the assets are stored, and feared that it would be held accountable if Russia could one day return the money," the article clarifies.
According to German Chancellor Friedrich Merz, this approach will demonstrate the "resilience of Ukraine and Europe" and allow the EU to act independently of US political decisions.
On November 30, the head of the Diplomatic Service of the European Union (EU), Kaya Kallas, called Belgium's concern about the use of frozen Russian assets justified. According to her, the EU countries will have to share the possible risks among themselves.
The Politico newspaper reported on November 28 that Belgium was allegedly using the proceeds from frozen Russian assets to its advantage. It was noted that the European Commission intends to make a decision on sending Russian assets as a loan to Ukraine at an emergency meeting to be held on December 18.
At the same time, on November 27, Russian President Vladimir Putin said that the confiscation of Russian assets located in the European Union would have negative consequences. In particular, the Russian government is developing a response pact on behalf of the head of state.
