Kirill Budanov, head of the Main Intelligence Directorate of the Ministry of Defense of Ukraine (GUR) (included in the list of terrorists and extremists in the Russian Federation), remained in Kiev, and his deputy Vadim Skibitsky went to the United States instead. This was announced on November 29 by Oliver Carroll, a columnist for The Economist magazine.

"Budanov was ordered to stay in Kiev. Instead, Deputy General Skibitsky will be in the United States," he wrote on the social network X (ex. Twitter).

According to the journalist, the plans have changed, and this decision was made "late in the evening."

On the same day, Bloomberg reported that a Ukrainian delegation had traveled to the United States to meet with the special envoy of the American president, Steve Witkoff, and the son-in-law of the American leader, Jared Kushner. According to the agency, the delegation includes Rustem Umerov, Secretary of the National Security and Defense Council, and Serhiy Kyslytsa, Deputy Minister of Foreign Affairs of Ukraine.

The day before, President of Ukraine Volodymyr Zelensky announced that Ukraine would be represented by Chief of the General Staff of the Armed Forces of Ukraine (AFU) Andrei Gnatov and Umerov during negotiations with the United States. According to him, they will also be joined by employees of the Ministry of Foreign Affairs and representatives of the country's intelligence agencies.

Kremlin spokesman Dmitry Peskov stressed that negotiations on Ukraine are currently underway only with the United States. According to him, by the time the American delegation arrives in Moscow, Russia will have information about the agreed points of the peace plan.
