The Republic of Ingushetia again took the first place in terms of the frequency of insurance claims issued under CTP for the period from October 1, 2024 to September 30, 2025. This was reported in a press release from the Russian Union of Motor Insurers on November 28.

The frequency of insurance claims in the Republic of Ingushetia increased to 10.5%, which is 2.6 percentage points more than in the same period last year. Primorsky Krai is in second place (an increase of up to 7.2%). The third place is shared by the Novosibirsk Region and the Republic of Dagestan with a score of 7%.

The Khabarovsk Territory took the fourth place in terms of the frequency of insured events (6.5%), and the Republic of Sakha (6.4%) took the fifth place. This is followed by Kaliningrad (6%) and Yaroslavl regions (5.7%), the Republics of Tatarstan, Buryatia and the city of Moscow with the same result of 5.5%. The Republic of Mari El and the Tomsk Region are in ninth place with a frequency of 5.4% of insured events. The Chelyabinsk region closes the anti-rating (5.3%).

The average frequency of CTP insurance claims in Russia was 4.7%, said Evgeny Ufimtsev, President of the Russian Union of Motor Insurers. According to him, a high frequency of insurance claims for CTP can occur for several reasons. For example, increased traffic activity and density, or due to deterioration of the road infrastructure.

"However, in the regions that are the leaders in the ranking in terms of the frequency of insurance claims for CTP, where the indicators are consistently much higher than the national average, this problem is largely due to the high level of unfair practices in CTP. A noticeable increase in this indicator, which is noted, for example, in the Republic of Ingushetia (+2.6 percentage points) and the Novosibirsk region (+1.5 percentage points), indicates a deterioration in the situation in these regions and the need to pay attention to the activity of using unfair and fraudulent schemes and problems with road safety," said Evgeny Ufimtsev.

On November 26, the Ministry of Transport and Road Infrastructure of the Moscow region reported that since the beginning of the year, 10.3 thousand taxi cars have suspended operations due to the lack of a carrier's compulsory civil liability insurance policy (OSGOP). Carriers are required to have such a policy from September 1, 2024. Taxi driving without it threatens with revocation of the permit and an administrative fine.
