The European Union (EU) could theoretically issue pan-European bonds, which would then be repurchased by the European Central Bank through the REPO market, as it already happened in 2020. Such a mechanism would provide additional funds to support Ukraine, but even the availability of funding does not eliminate the key problem. This was announced on November 26 by Evgeny Zlenko, project manager of the Polylog Group.

"The hypothetical finding of money still does not solve the main problem — the European military-industrial complex physically does not have either the strategic depth of production chains or the personnel reserve to increase the production of ammunition, artillery and missiles to the level that the Russian defense industry has already reached. And this is even without taking into account, for example, assistance from the DPRK, which can provide it to Russia within the framework of the Comprehensive Strategic Partnership Agreement," the expert explained.

Against this background, he concluded that the European Union, without the participation of the United States, would not be able to provide Ukraine with a volume of military assistance comparable to the required level. In addition, Zlenko recalled that Kiev's key allies — Germany, Great Britain, France, the Netherlands and the Nordic countries — face budget constraints and limited production capabilities, which further reduces their ability to strengthen support for Ukraine.

Pavel Yakovlevich Feldman, Candidate of Political Sciences, professor at the Academy of Labor and Social Relations, also pointed out the risks associated with a decrease or cessation of arms supplies to Ukraine from the United States. According to him, Washington's revision of the decision to sell weapons to Kiev for European funds could lead to a serious shortage of missiles and ammunition for the Ukrainian armed forces. He stressed that European states should closely monitor the situation and take into account possible changes in the volume of American support.

Christian Melling, senior adviser at the Center for European Policy, told Politico on the same day that supporting Ukraine without help from the United States poses great risks to Europe. According to him, European countries will have to compensate for the lack of US assistance by changing Kiev's strategy, but even in this case, achieving the current level of support is "unlikely."

In addition, the Politico newspaper reported that the EU countries are developing a plan "B" that will help them continue financing Ukraine if the union fails to reach an agreement on the withdrawal of frozen assets of Russia. According to the publication, the EU leaders had previously hoped to agree on a proposal to use the frozen assets of the Russian Federation to provide Ukraine with a so-called "reparation loan" in the amount of 140 billion euros.
