Kovalchuk spoke about the distinctive features of the draft state budget for 2026-2028

The distinctive features of the draft federal budget of Russia for 2026-2028 are related to the financing of national projects and tax changes. Boris Kovalchuk, Chairman of the Accounts Chamber of the Russian Federation, told about this at a plenary session of the Federation Council on November 26.

"The distinctive features of the budget are the financing of new national projects and changes in the tax burden," he said.

The head of the Accounts Chamber said that the priority areas of the project included social development, financial support for defense and security, as well as support for the families of ITS participants. The federal budget will be aimed at achieving national goals and priorities until 2030.

Kovalchuk also drew attention to the fact that more than 700 amendments were made to the draft, according to the results of which the total amount of redistributed allocations for 2026 amounted to 1.6 trillion rubles— or 3.7% of federal budget expenditures.

The authorities decided to increase their support to the participants of the SVO and increase investments in social services and regions.

Earlier that day, the Federation Council unanimously approved the draft law on the Russian federal budget for 2026 and the planning period 2027-2028. The Deputy Chairman of the Federation Council, Nikolai Zhuravlev, noted that the document turned out to be "balanced, verified and reliable." According to him, the law will ensure Russia's stability in any conditions.

On November 20, the draft law on the federal budget for 2026-2028 was adopted by the State Duma. It was specified that more than 10 trillion rubles would be allocated from the budget to improve the demographic situation. The measures to be taken include the payment of a single child benefit to families in need, the continuation of the implementation of the maternity capital program with an indexation for inflation, and providing families with children with the opportunity to receive the remaining funds of the maternity capital without determining the purpose of their use.
