The Russian Ministry of Transport has proposed to introduce automatic fines for violators of the rules of conduct on the railway using CCTV cameras. This was reported on November 26 by the newspaper Kommersant (Kommersant).
"[This] will be an effective measure to prevent the commission of administrative offenses in railway transport due to the inevitability of bringing to justice for each such offense," the Ministry of Transport explained.
It is clarified that in order to implement the initiative, the Ministry of Transport proposed amendments to the law "On Personal Data", allowing the processing of biometric data without the consent of citizens, as well as to the law "On Railway Transport in the Russian Federation" for the installation of automatic cameras in high-risk areas. The ministry noted that 1.1 thousand people died in 2024 when crossing tracks in the wrong places, and 580 people died in seven months of 2025.
