The State Duma proposed not to cancel fines from "incorrect" traffic cameras

The State Duma Committee on State Construction recommended rejecting amendments to the Administrative Code, which proposed to prohibit the imposition of fines using traffic cameras installed with violations. This was reported by Kommersant on November 26.

This bill was introduced by a group of senators back in 2021. They suggested that the government establish requirements for cameras, software, photo and video materials, as well as rules for the placement of complexes, in case of non-compliance with which fines imposed on car owners are canceled. The Duma Committee on State Construction noted that the changes would reduce the number of cases of unjustified fines.

The government supported the bill, which was adopted in the first reading in December 2021. However, four years later, the position of the committee on state construction has changed, its chairman Pavel Krasheninnikov believes that the norm proposed by the senators is no longer needed, and the introduction of uniform requirements for complexes will not solve the problem, the committee believes. He pointed out that the problem should be solved by timely maintenance of the complexes, maintaining them in working condition and allocating funding for these purposes.

Krasheninnikov recalled that in the fall of 2024, amendments to the law "On Highways" came into force, which fixed a closed list of places where cameras could be installed in principle, and the obligation of local authorities to warn drivers about control zones with signs. This measure is enough for now, he believes. The OKO Association (which unites camera manufacturers and operators) supported this approach and noted that the law established "sufficiently detailed" requirements for the complexes themselves and their locations.
