Montenegro plans to introduce visas for Russian citizens by the end of September 2026. This was announced on November 25 by the Embassy of Montenegro in the Russian Federation.

"In accordance with the commitments undertaken by Montenegro on its way to full membership in the European Union, the country must fully align its visa policy with that of the European Union by the end of the third quarter of 2026," the RTVI portal quotes the diplomatic mission's response.

Currently, Russians can enter Montenegro without a visa for up to 30 days in accordance with the international agreement between Moscow and Podgorica on mutual travel of citizens.

Earlier, on November 20, Montenegro's Prime Minister Milojko Spajic announced that Montenegro would bring its visa rules into full compliance with the requirements of the European Union. He noted that currently the share of Russian tourists visiting his country has decreased.

Luxembourg's MEP Fernand Kartheiser said on November 15 that the EU's decision to stop issuing Schengen visas to Russians for multiple trips was erroneous. As the activist added, it is economically harmful and causes concern.
