The Ministry of Industry and Trade may maintain a delay in recycling for car companies
The Ministry of Industry and Trade may retain the deferred payment of scrap collection for Russian automakers with a special investment contract (SPIC) in 2026. This was announced on November 25 by Deputy Head of the Ministry Albert Karimov during a round table in the Federation Council.
The postponement of the deadlines for the payment of scrap collection for automakers to the end of the year has been used in recent years to solve the problem of working capital shortages at enterprises. This measure is also in effect this year. Thus, concerns that have concluded a SPIC can pay the recycling fee for the fourth quarter of 2024 and for the first to third quarters of 2025 by mid-December 2025.
According to Karimov, the issue of postponement will still be discussed, and the Ministry of Industry and Trade expects to implement this mechanism in 2026.
"We are currently working on the correct launch of the necessary regulatory framework," Interfax quoted him as saying.
Earlier, on September 29, it was reported that revenues to the budget of the Russian Federation from the recycling fee for vehicles in 2026 are expected to reach 1.65 trillion rubles, the amount includes 561 billion rubles from car imports. In 2025, revenue from recycling should amount to 1.12 trillion rubles, including 418.23 billion rubles from imports and 704.95 billion rubles for manufactured vehicles.
