Russia's Self–Employed Day - 2025: the history of the holiday

The Day of the Self-employed in Russia was established at the initiative of the federal authorities in 2018 after the signing on November 27 by Russian President Vladimir Putin of the law on a special tax regime for Russians who work for themselves.

The formation of the category of "self-employed citizens" in Russia began in 2017, when legislation for the first time identified a special group of people who independently provide services or produce goods, do not hire employees and do not resell. These are nannies and nurses, tutors and translators, programmers and designers, cleaners, coaches, guides, pastry chefs, photographers, psychologists, copywriters, seamstresses, drivers and dozens of other professionals who prefer a free schedule and direct work with the client.

Before the introduction of a special tax regime, a significant part of such specialists remained outside the legal field. Incomes were often not recorded, taxes were paid irregularly or not at all. It was difficult to legally formalize their activities, the status of an individual entrepreneur was not suitable for everyone, and the excessive administrative burden repelled beginners.

The government has consistently discussed measures to support the self-employed, tested new income accounting, digital registration and tax payment mechanisms. The result of this process was the adoption of the law on the tax on professional income, which entered into force after signing on November 27, 2018.

The new tax regime has dramatically simplified the legalization of work. Registration now takes a few minutes via a mobile app or online service. The self-employed pays tax on real income at reduced rates, without reporting in the usual bureaucratic format and without the obligation to conduct classical accounting.

The self-employed status, with all its advantages, has limitations. The law sets an income threshold of no more than 200,000 rubles per month, or 2.4 million rubles per year. Its owners are prohibited from hiring workers and reselling other people's goods or services. In addition, such citizens do not automatically receive paid leave, sick leave or other standard social guarantees. At the same time, they have the opportunity to make voluntary contributions and form a future pension.

Nevertheless, more and more people consciously choose self-employment as a form of professional realization. According to the Federal Tax Service, in 2021, over 2.5 million self-employed people were registered in Russia, and at the beginning of 2025 their number exceeded 12 million people.

The law on the tax on professional income has become not only a tool of fiscal policy, but also an "entrance ticket" to the legal economy. It gave the self-employed access to banking products and allowed them to officially participate in government and corporate procurement. Banks and fintech companies have begun to develop special online services, tariffs and ecosystems for those who work for themselves, from the convenient issuance of income certificates to automated accounting services.

Traditions of celebrating the Day of the Self-employed in Russia

The Day of the Self—employed is a relatively young holiday, so its traditions are only being formed. However, November 27 is already perceived not only as a professional date, but also as an informational occasion for a broad discussion about the future of the labor market.

On this day, educational events, webinars, offline seminars, lectures on taxation, legal aspects of self-employment, and digital business tools are held in many regions. Open days are held in tax offices, business centers, and MFCs, where you can get explanations on the registration of self-employed status, the calculation of professional income tax, and available support measures.

At business forums and fairs, the self-employed present their services and products, get acquainted with potential partners, banks and service companies. Digital platforms publish special projects dedicated to the success stories of people who have managed to build a sustainable business without hired staff.

For the government and professional associations, this date becomes a convenient point for summarizing the interim results of the reform. Employment conditions, taxation issues, access to training, financial services, and infrastructure to support small and microbusiness are discussed.

At the same time, November 27 performs an important educational function. Through media, business events, and consultations, people are reminded of the legal opportunities to formalize their activities, the available benefits, and the benefits of coming out of the shadows.
