On November 24, the head of the Federal Tax Service (FTS), Daniil Egorov, in an interview with Vedomosti newspaper, proposed using digital platform data and tax deductions for tenants as measures to legalize the rental housing market.
"Housing rental platforms have appeared that have started collecting data. Although the payment itself does not always go through them, it is, in fact, a bulletin board. But at least there is already information about business activity that can be used," he said.
The head of the Federal Tax Service also proposed introducing tax deductions for tenants, which would create an incentive for legal transactions. He explained that in this case, a conflict between the seller and the buyer is created: if the seller does not want legal documents, the buyer cannot claim deductions. Egorov added that the effectiveness of the measure will depend on the amount of deduction and losses for both sides.
According to the head of the department, fiscal services around the world continue to search for effective solutions to whitewash the rental market. In Russia, the introduction of self-employment, when landlords pay a 4% income tax, partially helped solve the problem. Egorov admitted that some landlords will continue to work in the shadows, but a significant share of the market can move into the legal field with the right approach.
On the same day, analysts at the Intermark Rental agency told Izvestia that the demand for luxury rental housing in Moscow fell by 10%. It is noted that in October, the number of offers on the Moscow luxury rental market remained approximately at the level of last month, having slightly decreased by 3%. However, when compared with last year's figures, the choice of real estate increased by 9%. This is due to a decrease in demand, the release of lots that have been on the market for a long time and require updating, as well as due to the influx of new supply.
