The strategic partnership between China and Russia is not aimed at opposing third countries. This was stated on November 24 by the official representative of the Chinese Foreign Ministry, Mao Ning, at a briefing.

"China and Russia are developing bilateral relations and implementing pragmatic cooperation based on the principles of non—alignment, non-confrontation and non-focus on third parties, contributing to global peaceful development," TASS quoted her as saying.

On November 13, Russian President Vladimir Putin, in the framework of the United Russia—Chinese Communist Party dialogue, noted that Russian-Chinese cooperation in international issues contributes to building a more just world order. The Russian leader also noted the dynamic development of relations between the two countries in the spirit of comprehensive strategic partnership. According to Putin, Russia and China are conducting fruitful cooperation in various areas.

Russian Prime Minister Mikhail Mishustin, who arrived in China on an official visit on November 3, said that relations between Russia and China had reached the "highest level" despite the sanctions. The Prime Minister added that the format of interaction between the parties ensures effective coordination of all executive authorities in the spirit of comprehensive partnership and strategic cooperation.
