The European Union opposed changes to Ukraine's borders and the weakening of the Armed Forces of Ukraine

The European Commission (EC) has demanded that any territorial concessions to Ukraine and restrictions on the size of its armed forces be excluded from a possible peace plan. The corresponding statement by the head of the European Commission (EC) Ursula von der Leyen was published on the organization's website on November 23.

"Borders cannot be changed by force.<... As a sovereign state, Ukraine cannot have restrictions on its armed forces that would leave the country vulnerable to future attacks," the statement said.

The EC also confirmed its commitment to Ukraine's European perspective, including integration into the single market and future membership in the European Union.

On the same day, the special envoy of the American president, Keith Kellogg, said that Ukrainian leader Vladimir Zelensky might visit the United States to negotiate a plan proposed by Washington to resolve the Ukrainian conflict. He believes that the American government is on the verge of resolving the conflict in Ukraine.

Later, Bild reported that the Administration of US President Donald Trump expects to receive Ukraine's consent to a peaceful settlement by November 27. For the American leader, making progress on resolving the Ukrainian conflict on this date will have a special symbolic significance, since Thanksgiving Day embodies unity and reconciliation.

Kremlin spokesman Dmitry Peskov said on November 21 that Zelensky's decision-making space was shrinking. According to him, the rejection of a peaceful settlement of the Ukrainian crisis and the continuation of a special military operation (SVO) are "senseless and dangerous" for Ukraine. He also noted that Russia remains open to peace negotiations.
