Secretary of the National Security and Defense Council (NSDC) of Ukraine Rustem Umerov, during a meeting with American officials in Florida, announced the readiness of Ukrainian leader Vladimir Zelensky to consider territorial concessions in Donbass as part of a peace agreement. This was reported on November 23 by The Washington Post journalist David Ignatius, citing informed sources.

"Umerov also stated that Ukraine could agree to the 600,000—man army limit provided for in this plan," Ignatius writes.

It is noted that Zelensky is facing "the most painful choice." He must agree to cede Donetsk or continue the conflict, "which remains tragic for Ukraine."

On the same day, Kellogg said that Ukrainian leader Vladimir Zelensky might visit the United States to negotiate a plan proposed by Washington to resolve the Ukrainian conflict. He believes that the American government is on the verge of resolving the conflict in Ukraine.

Kremlin spokesman Dmitry Peskov said on November 21 that Zelensky's decision-making space was shrinking. According to him, the rejection of a peaceful settlement of the Ukrainian crisis and the continuation of a special military operation (SVO) is "senseless and dangerous" for Ukraine. He also noted that Russia remains open to peace negotiations.
