The Russian government has officially approved a decree on the procedure for maintaining the register of international territories of advanced development (MTOR), starting in 2026 in the Far East, the government's press service reported. Residents of such territories will be provided with a zero income tax rate and reduced insurance premiums — only 7.6% for 10 years. Izvestia investigated what goals the creation of the MTOR is pursuing in terms of the economic development of the region and attracting investments, as well as what risks experts see for the project and what measures are planned to minimize them.

Business interest

Companies seeking the status of an MTOR resident are primarily interested in sectors with the production of high-value-added goods, the Corporation for the Development of the Far East and the Arctic (KRDV) told Izvestia. This is especially true for machine-building enterprises engaged in the assembly of mining, agricultural and specialized equipment, including drones for the agro-industrial complex and industry.

"In addition, attention is focused on the implementation of projects in the fields of high technology, such as radio electronics, transport engineering, chemical industry, pharmaceuticals and biotechnology," the KRDV noted.

In the future, resident status may be attractive for companies capable of developing modern logistics hubs, deep resource processing projects, and integrating technological development using the transit and export capabilities of MTOR sites in the Primorsky, Khabarovsk, and Trans-Baikal Territories, the Amur Region, and the Jewish Autonomous Region.

The creation of the MTOR is aimed at creating a competitive environment in the Far Eastern Federal District for large international and Russian projects producing high-value-added products, the KRDV emphasized. The new regime combines tax and regulatory benefits: a zero income tax rate for 10 years, reduced insurance premiums, a stabilization clause for 15 years and the possibility of using a free customs zone regime. All this creates predictable conditions for investors and reduces the risks of long-term investments.

In addition, the MTOR is aimed at strengthening the economic connectivity of the region, developing new logistics hubs and increasing the industrial potential of the border territories, including Zabaikalsk, the village of Nizhneleninskoye in the Eastern Administrative District, the village of Rovnoye in the Amur Region and the island of Bolshoy Ussuriysky in the Khabarovsk Territory.

"It is expected that the MTOR will ensure the growth of investments, the creation of new jobs, the expansion of the tax base, the development of related industries and the formation of a sustainable infrastructure for the integration of the Far East into international economic chains with friendly countries," the KRDV noted.

Experts consider the possibility of sanctions against Russian and foreign investors to be the main risk of the project. To reduce these risks, unprecedented stability guarantees are provided: a closed register of residents, limited access to information about them, and a 15-year stabilization clause ensuring that tax conditions and legal regulation remain unchanged.

Conditions for development

Alexander Taskaev, a member of the General Council of Delovaya Rossiya, told Izvestia that companies engaged in the construction of warehouses, retail trade, and the production of consumer goods and building materials are most interested in the status of an MTOR resident. The zero income tax rate and reduced insurance premiums make it possible to optimize costs, increasing business competitiveness. Of particular interest is the possibility of creating logistics centers with a minimal tax burden, attracting foreign investment and implementing major infrastructure projects, which simultaneously improves the region's transport accessibility and creates new jobs.

According to the expert, retail and the production of high-value-added goods also benefit from MTOR: companies can expand the sales market, offer competitive prices, introduce innovative technologies and create joint ventures with foreign partners. Government support for export-oriented projects stimulates the production of high-quality high-tech products and strengthens the presence of Russian brands in international markets.

The main goal of creating the MTOR is to accelerate the socio—economic development of the Far East through attracting investments, modernizing production facilities and introducing advanced technologies, the expert recalled.

— However, the obstacle is the change in the regulatory environment, which makes it difficult for businesses to stabilize business conditions. Irregular amendments and innovations can disorient market participants and slow down the pace of implementation of planned projects, Taskaev believes. — External geopolitical factors have a negative impact, including the introduction of restrictive measures by third countries, which reduces the overall level of confidence in the capital investment platform.

The main focus

The creation of the MTOR provides for the development of various types of economic zones: industrial, port, tourist and recreational, industrial and technoparks, Ivan Abramov, First Deputy Chairman of the Federation Council Committee on Economic Policy, Senator from the Amur Region, told Izvestia. The main focus is on high-tech industries: electronics, biotechnology, pharmaceuticals, aircraft manufacturing, mechanical engineering, food, mining and chemical industries, as well as agricultural processing. Priority is given to companies that produce high-value-added products or provide services defined by the government of the Russian Federation, including the development of innovation, science, education, and logistics solutions.

"The main goal of the MTOR is to accelerate the economic development of the region through job creation, attracting new competencies and technologies, as well as forming a sustainable budget after the grace period ends,— the senator emphasized. — The main risks are related to insufficient infrastructure — roads, utility networks and energy, and to reduce them, comprehensive monitoring and project support are provided at all levels, from regional authorities to the federal center.

The main goals of the creation of the MTOR are to improve employment and improve the skills of the workforce in municipal areas with low incomes, which creates a promising labor market and opportunities for vocational guidance for young people, Andrei Zhukovsky, senior researcher at the Institute of Regional Economics and Inter—Budgetary Relations at the Financial University under the Government of the Russian Federation, told Izvestia. The main risk is a possible temporary imbalance of the labor market due to the spatial fragmentation of regions, but usually such issues are resolved systematically at the level of governors and regional authorities.
