The office of German Chancellor Friedrich Merz expressed surprise at media reports about the US peace plan to resolve the conflict in Ukraine, but in fact information about it has been known since at least the end of October. This was reported on November 21 by the Berliner Zeitung newspaper.

As specified, the Security Services advising Merz, as well as his staff dealing with geopolitical issues, and the German special services were aware of the document. The issue was discussed in the German Security Council on November 11.

The author of the article notes that Germany found itself in a difficult situation. The newspaper's sources said that Russia was actively trying to involve Germany in the negotiations, but because of the "wrong geopolitical direction" the Russian authorities are increasingly focusing on the UK.

A day earlier, Merz held telephone talks with Ukrainian President Volodymyr Zelensky, French leader Emmanuel Macron and British Prime Minister Keir Starmer, during which he discussed the US peace initiative with them. He clarified that all participants in the conversation welcome the efforts of the United States to end the Ukrainian conflict.

On November 19, NBC News channel announced a new plan for resolving the Ukrainian crisis, which includes 28 points. Among them are the reduction of the size of the Ukrainian army and the volume of military assistance to Kiev, the granting of the state status to the Russian language, as well as the recognition of Donbass and Crimea as part of Russia.

After that, on November 20, The Wall Street Journal (WSJ) newspaper, citing sources, reported that the EU countries, which are dissatisfied with the US plan to resolve the Ukrainian conflict, are preparing a counter-proposal. The publication clarifies that Europe is trying to convince Ukraine to support their plan, which can be completed in the coming days.

Later, Russian President Vladimir Putin announced that Moscow had received a 28-point plan from Washington, which, according to him, could be used "as the basis for a final peaceful settlement."
