The Government of the Russian Federation has approved new rules of the Ministry of Education and Science of the Russian Federation, setting limits on the number of budget places for paid education in 30 bachelor's and 12 specialties for the 2026/27 academic year. This was reported to TASS on November 21 by the press service of the Ministry of Education and Science of the Russian Federation.
It is clarified that the Russian government has set limits on the number of paid places in universities and has defined a list of specialties where restrictions apply to the recruitment of students for commercial studies.
"The list of training areas for which commercial admission will be regulated includes 30 bachelor's degree and 12 specialist-level specialties. For the remaining specialties and areas of study that are not included in the list, universities will be able to set the volume of commercial admission independently," the report says.
The Ministry of Education and Science announced that the new admission rules will be in effect for a year. After analyzing the results of the admission campaign in 2026, they may change. The Government of the Russian Federation has also approved the procedure for providing state support for educational loans and the list of specialties to which it applies. Starting from December 1, 2025, these measures are aimed at attracting students to key areas that contribute to the country's technological leadership. The preferential rate for educational loans will remain the same — 3%.
On November 10, the Russian Ministry of Education and Science clarified the admission procedure for applicants to higher education institutions. It was clarified that quotas for targeted training will now be set with the indication of specific customers, forms of training and educational programs. In addition, new admission rules for college graduates will be introduced.
