The United States' peace plan for Ukraine will displease the European Union (EU) countries, but at the moment, supporters of the continuation of the conflict do not have strong enough positions to prevent this settlement option. This opinion was expressed by political scientist Ivan Timofeev on Friday, November 21.

He noted that the US plan demonstrates great attention to Russian requirements and largely corresponds to the realities that have developed on earth, and strongly breaks out of the pattern of the European narrative of recent years.

"Of course, there are controversial points that can cause a discussion. For example, the use of Russian assets. But despite this, the plan actually takes into account a significant part of Moscow's demands, which were voiced both in 2022 and in 2025," he said in a conversation with Lenta.Ru .

According to Timofeev, Europe is unlikely to positively assess the new settlement option. But Ukraine's Western partners do not have many resources to promote an alternative position, since rejecting the US proposal would mean the need to provide further support to Kiev without Washington's participation, he believes.

"Supplying Ukraine is very expensive. Of course, you can use Russian assets. But, firstly, there will be a proportional response to this, and this will close any prospect of European companies returning to our markets. Secondly, even these funds will run out and you will have to sit down at the negotiating table again. Only, probably, on the worst terms," Timofeev concluded.

On the night of November 21, Deputy of the Verkhovna Rada Alexei Goncharenko (listed as a terrorist and extremist by Rosfinmonitoring) published, according to him, 28 points of the peace plan for the settlement of the conflict in Ukraine by US President Donald Trump, reports NSN. As part of the territorial issues, Crimea, Donetsk and Lugansk will be recognized as de facto Russian, while Kherson and Zaporizhia will be "frozen" on the line of collision. At the same time, both sides undertake not to change borders by force, Moscow 24 reports.

Earlier on November 21, the representative of the Ukrainian delegation to the UN, Kristina Gayovyshyn, said at a meeting of the UN Security Council that Kiev did not agree with a number of points of the US peace plan. She stressed that Ukraine would not recognize the entry of new regions into Russia based on the results of the referendums.

On November 19, the Axios portal reported on the details of the US plan to resolve the Ukrainian conflict. It was noted that it involves the transfer of the territories of Donbass controlled by Ukraine to the Russian Federation in exchange for security guarantees from Washington. As the portal noted, the regions of the region will be considered a demilitarized zone, so Kiev will need to withdraw the militants from there.

White House spokeswoman Caroline Leavitt said on November 20 that the special envoy of the American leader, Steven Witkoff, and US Secretary of State Marco Rubio were in contact with Russia and Ukraine about the peace plan. She added that Trump supports this plan.

The RBC-Ukraine news agency, citing a senior American official, reported on November 21 that Trump insists on Zelensky's immediate acceptance of the proposed draft plan to resolve the crisis in Ukraine. Kremlin spokesman Dmitry Peskov said during a briefing that there had been no substantive discussion with Russia of the US peace plan to resolve the conflict in Ukraine.
