- NABU and SAP uncovered a corruption scheme at the state-owned enterprise Chorazmorshlyakh
In Ukraine, a corruption scheme was uncovered at the state-owned enterprise Chorazmorshlyakh, which is engaged in maintaining marine shipping lanes. This was reported on November 21 in the Telegram channel of the National Anti-Corruption Bureau of Ukraine (NABU).
According to the investigation, in 2020, the interim head of the enterprise initiated the illegal sale of the fleet maintenance base in the port of Chernomorsk, an object with an area of 4.3 hectares with access to the sea.
"At that time, the alienation of property was prohibited due to the moratorium, but the official attracted an appraiser who artificially lowered the cost from at least 59 million hryvnia to 6.5 million hryvnia. As a result, the fleet base was illegally sold to accomplices for 13.5 million hryvnias," the report says.
Subsequently, the property was legalized by contributing to the authorized capital of a controlled LLC. The funds received from the sale in the amount of 11.5 million hryvnias were withdrawn through the registration of services for the maintenance of ships that were actually located in India.
It is noted that the agencies have already informed the four organizers of the deal about their suspicions. In addition, two suspects were detained.
On November 10, NABU revealed a money laundering scheme in the energy sector of the state, through which about $100 million passed. In the course of the corruption case in the energy sector, seven people were charged, including businessman Timur Mindich (he is called the head of the criminal scheme).
On November 12, a court in Kiev arrested Dmitry Basov, Director of Security at Energoatom, for two months with a $1 million bail. On the same day, Ukrainian leader Vladimir Zelensky demanded the resignation of Grinchuk and Galushchenko. Grinchuk later submitted her resignation.
On November 19, a number of deputies of the Verkhovna Rada of Ukraine from President Vladimir Zelensky's Servant of the People party called for negotiations to form a coalition government with the participation of all parties. A day earlier, members of the European Solidarity party of ex-President of Ukraine Petro Poroshenko (part of an association listed by Rosfinmonitoring as involved in extremist activities or terrorism) again blocked the rostrum of the Verkhovna Rada, demanding the resignation of the entire government amid a corruption scandal in the energy sector.
