Kremlin spokesman Dmitry Peskov said at a briefing on November 21 that Kiev must make a responsible decision, start negotiations and take responsibility for further steps.

"The [Kiev] regime must make a responsible decision, do it now and take responsibility," Peskov told reporters.

He also stressed that the effective work of the Russian army should convince Ukrainian leader Vladimir Zelensky to start the negotiation process now.

Earlier in the day, Zoltan Koshkovich, an analyst at the Hungarian Center for Fundamental Rights, said that Zelensky was stalling in response to the US plan for a peaceful settlement of the Ukrainian conflict. On November 20, the President of Ukraine refrained from making harsh statements on the plan for a peaceful settlement of the crisis.

On November 19, NBC News announced a new plan for resolving the conflict in Ukraine, which includes 28 points. Among them are the reduction of the size of the Ukrainian army and the volume of military assistance to Kiev, the granting of the state status to the Russian language, as well as the recognition of Donbass and Crimea as part of Russia.

Russian Foreign Ministry spokeswoman Maria Zakharova, in turn, said that Russia had not officially received any plans for Ukraine from the United States for a peaceful settlement of the conflict. According to her, the Russian side has repeatedly received commissioned articles describing such processes, but later information about this was not confirmed.
