When buying apartments from pensioners, it would be possible to introduce a rule on freezing money, which would help solve the problem of challenging housing sales in the future. This was announced on November 20 by Alexander Aksenenko, deputy chairman of the State Duma Committee on Construction and Housing and Communal Services.

This idea was proposed on November 15 by the leader of the Liberal Democratic Party Leonid Slutsky. It is understood that when selling apartments, the buyer's money will be placed in a special blocked account and held there for 30 days after the transaction.

"I think such a rule could at least partially solve the problem of kickbacks due to fraudulent actions. When a person is under the influence, it usually can't last that long. At the end of the week, most often either the person himself, who fell for the tricks of scammers, or his family, notice that something is wrong," the deputy said in an interview with the newspaper.Ru».

According to Aksenenko, in such a situation, the seller will have time to contact law enforcement within a week, and if the deal is "rolled back", he will not lose money and will not be evicted from his only home.

The disadvantages of this approach may be the need to urgently receive money from the purchase for extremely difficult reasons. For example, when a sale is made "side by side" with the purchase of a new home, moving to another region, or money is needed for medical treatment. In such cases, a decision may be made on the instant transfer of money by agreement of the parties, Aksenenko believes.

On November 3, Artyom Iskra, director of the retail insurance underwriting department at Renaissance Insurance, told Izvestia that news about the courts depriving buyers of their rights to purchased apartments, even with seemingly perfect documents, is appearing more and more often. However, companies engaged in insurance against loss of ownership have accumulated significant statistics on both successful vindication of the client's rights in court and cases of compensation for lost housing. The main part of the problems is not due to technical errors, but to fraud and the human factor — credulity, legal negligence or ignorance of the specifics of purchase and sale transactions.
