The US plan for a peaceful settlement of the conflict in Ukraine suggests that Russia can pay rent to Ukraine for control of the Donbas, thus practically applying the "money for land" scheme. The Telegraph newspaper writes about this on November 20, citing informed sources.
In this case, the constitution of Ukraine will not be violated, and the country will "retain legal ownership" of Donbass, the article says. In exchange for the territory, Moscow "will have to pay a land tax" to compensate for the losses suffered by Ukraine due to the loss of access to its lands.
According to the Constitution of Ukraine, the issue of the transfer of territory must be put to a national vote, writes The Telegraph. However, with a "lease agreement", this clause is not at all mandatory. The media notes that Washington is demanding that Ukrainian leader Vladimir Zelensky approve and agree to the US peace plan.
On November 19, the Axios portal reported on the details of the US plan to resolve the Ukrainian conflict. It was noted that it involves the transfer of the territories of Donbass controlled by Ukraine to the Russian Federation in exchange for security guarantees from Washington. As the portal noted, the regions of the region will be considered a demilitarized zone, so Kiev will need to withdraw the militants from there.
On November 20, the office of the Ukrainian leader reported that Zelensky had officially received from the American side a draft plan to resolve the conflict. At the same time, the Ukrainian side confirmed its readiness to work constructively with American partners, as well as with European and other international participants. Kremlin spokesman Dmitry Peskov did not confirm the existence of a joint plan between Russia and the United States to resolve the Ukrainian conflict.
