It is necessary to implement a mandatory notification to the client before making a decision on the freezing of funds. Alexey Lossan, an analyst at the financial marketplace Compare, told Izvestia on November 19, commenting on the statement by the head of the Central Bank of the Russian Federation, Elvira Nabiullina, that banks and the regulator had "overreached" in the fight against fraud, which eventually led to unjustified blocking of accounts of bona fide citizens.

"The effectiveness of the current system cannot be called low — in recent years, banks have really learned to better identify fraudulent schemes. Therefore, today it is important not only to fight crimes, but also to balance safety and comfort," the expert emphasized.

As Lossan explained, prior notification of a possible account blocking will avoid sudden restrictions and give the owner the opportunity to confirm the operation before taking harsh measures. He stressed that the bank can request confirmation first, rather than freezing the account after the fact.

"In addition, it is possible to make the unblocking process more structured: clear deadlines, uniform verification standards and the ability to submit an explanation online would significantly reduce the burden on customers," the analyst added.

On November 18, Nabiullina stated that the increase in the number of citizens' complaints about the unjustified blocking of bank accounts indicates that anti-fraud measures in some cases turned out to be excessive. According to her, banks did not always explain the reasons for the restrictions to citizens. She added that this situation had been resolved. The Central Bank expects that the issue will be finally resolved.
