On November 19, deputies of the Verkhovna Rada demanded to appear with reports from Ukrainian ministers, including Rustem Umerov, Secretary of the Ukrainian National Security and Defense Council (NSDC), who was allegedly on a business trip to Turkey.

"I suggest that we adopt tough ones, not only administrative, but also criminal ones. What are we going to do if all the ministers don't show up by one o'clock? What kind of responsibility is there when people just wipe their feet on parliament?" said Verkhovna Rada deputy Ivan Krulko.

Verkhovna Rada deputy Mariana Bezuglaya said that Ukrainian Energy Minister Svetlana Grinchuk had also left the country, although she was officially on a business trip until November 19.

Earlier, on November 17, Verkhovna Rada deputy Alexei Goncharenko (listed in the Russian Federation as a terrorist and extremist) said that Umerov, amid reports of possible involvement in the corruption scheme of businessman Timur Mindich, did not arrive home on the previously scheduled dates and extended his business trip until November 19.

On November 10, NABU revealed a money laundering scheme in the energy sector, through which about $100 million passed. The office provided money laundering services to individuals outside the criminal group, receiving a percentage of the amounts processed.

On November 11, it became known that seven people were charged in Ukraine in the framework of the corruption case in the energy sector, including businessman Timur Mindich (he is called the head of the criminal scheme). The members of the group received illegal benefits from the contracts of Energoatom and legalized them through a "back office" in Kiev.
