On November 19, deputies of the State Duma (State Duma) at the plenary session adopted in the second and third readings a bill that will allow ninth graders who have not passed the GIA to study a working profession for free.

The bill proposes amendments to the law "On Education", according to which students who have not passed the GIA in basic general education programs will be able to study for free in training programs for working professions and positions of employees. The list of such professions will be determined by the regional authorities.

Thus, upon completion of the program, students will receive not only a certificate of education, but also a qualification document — a certificate of profession, which will provide them with real employment opportunities.

The document was submitted to the State Duma in July by a group of deputies from different factions. Among the authors of the initiative are State Duma Deputy speakers Victoria Abramchenko and Peter Tolstoy, as well as Chairman of the Education Committee Irina Belykh, all from the United Russia faction.
