Russia and the DPRK are developing deep and allied relations that pose no threat, including to the Republic of Korea. This was stated on November 19 by Russian Deputy Foreign Minister Sergei Ryabkov in an interview published on the website of the PIR Center.

"Today we have very deep allied relations with the DPRK. This relationship does not threaten anyone. They do not threaten the Republic of Korea," he said.

According to Ryabkov, according to article 4 of the Mutual Assistance Agreement between Moscow and Pyongyang, assistance between the parties is limited to specific situations of aggression.

He also noted that military-technical and military cooperation between Russia and the DPRK is carried out in strict accordance with the domestic laws of both countries and their international obligations. This, according to Ryabkov, eliminates any concerns from neighbors, including South Korea.

Earlier, on November 8, Russian Deputy Defense Minister, Army General Viktor Goremykin discussed with North Korean Defense Minister, Army General Noh Gwang Chol in Pyongyang the development of bilateral military-political cooperation between the armed forces of the two countries. According to him, fraternal ties between Russia and the DPRK are actively developing in many areas, including in the field of military cooperation.
