Russia insists that any dialogue on strategic stability should take into account the issue of the potentials of France and Great Britain. This was stated on November 19 by Russian Deputy Foreign Minister Sergei Ryabkov in an interview published on the website of the PIR Center.
"We are concerned about what is happening with the nuclear capabilities of the United States' closest allies in Europe, the United Kingdom and France. <...> It is obvious to us that any process of dialogue on strategic stability that may follow sometime in the future must necessarily take these circumstances into account," he said, answering a question about the prospects for maintaining restrictions on the Strategic Offensive Arms Treaty (START Treaty) for another year.
He stressed that London and Paris actually have a direct impact on the strategic situation, and France, according to him, is preparing to present an updated nuclear doctrine, the provisions of which will be carefully studied in Moscow.
Earlier, on October 22, Ryabkov said that the policy of NATO countries creates serious risks of a direct clash of nuclear powers and hinders constructive dialogue on disarmament. The deputy minister noted that the West continues to implement destabilizing programs, including the development of joint nuclear mission schemes, the expansion of the US nuclear presence in Europe and the creation of a global missile defense system. Ryabkov also pointed to the plans of the United States and its allies to launch weapons into space.
The Telegraph newspaper reported on October 26 that British military personnel advocated the joint use of nuclear weapons with Germany. It was noted that negotiations on this issue between the Governments of the countries are not underway yet. However, Germany is already conducting such "strategic negotiations" with France. As the newspaper pointed out, such a step was approved, in particular, by former NATO Secretary General George Robertson, saying that such an agreement "should have been concluded a long time ago."
