Many Russian pensioners do not receive legitimate payments simply because they do not know about the need to apply. The automatic assignment system does not cover all benefits, and silence can cost tens of thousands of rubles annually. Judicial lawyer Lyubava Trofimova told Izvestia about this on November 18.
"The additional payment for dependents is one of such payments, which are assigned only upon application. A pensioner can receive an increase of up to 2,969 rubles for each disabled family member who is supported by him. But without an application to the Social Fund of Russia, this money will not be credited," she warned.
Subsidies for housing and communal services are regulated by Decree of the Government of the Russian Federation No. 761 dated 12/14/2005. If the utility costs exceed the regional standard (usually 15-22% of the family's income), the state compensates for the difference, the lawyer noted. However, you need to apply for a subsidy yourself to the local social protection authorities.
Compensation for the care of a disabled citizen is 1.2 thousand rubles per month. For those caring for the disabled since childhood, the amount reaches 10 thousand rubles. The payment is scheduled only after the application is submitted.
"A set of social services can be monetized — to completely or partially abandon in-kind benefits in favor of money. The application must be submitted before October 1, otherwise the changes will take effect only one year later. Changing the disability group does not automatically recalculate the pension," said Trofimova.
If the ITU has changed the group, you need to apply for recalculation, otherwise you will receive the old amount.
In addition, the northern experience entitles to early retirement, but it must be confirmed by documents. The absence of entries in the employment record book may deprive you of this right.
Compensation for travel to a place of rest for retired Northerners also requires an application. Many people do not know about this benefit and lose tens of thousands of rubles, the specialist noted.
"Check your personal account regularly on the portal of public services and the SFR website. In case of any changes — relocation, the appearance of dependents, an increase in housing and communal services costs — immediately consult with the fund's specialists. The law does not oblige officials to search for you and inform you about the payments due. The initiative remains with the citizen," the lawyer concluded.
On November 17, Valery Tumin, a member of the Expert Council on the Development of the Digital Economy under the State Duma Committee on Economic Policy, said that some regions set their own benefits: in St. Petersburg, there is a 50% discount on utilities for residents with long work experience, single pensioners in Moscow are exempt from garbage collection fees, and in Compensation for up to 80 thousand rubles is valid in the Moscow region.
