The authorities will discuss a bill on localization of car sharing in 2026
The draft law on localization of carsharing vehicles is under discussion in the government, said Andrey Kutepov, head of the Federation Council Committee on Economic Policy. He said that in 2026 the project "may take real shape," TASS reported on November 18.
According to Kutepov, in order to implement the idea, it is necessary to complete the collection of information from the regions. The senator noted that the basis for the bill is already in place, and efforts will be made to protect domestic production, including in the field of carsharing.
Kutepov took the initiative to use cars localized in the country in carsharing in May of this year. He pointed out that the share of Chinese cars in the fleets of some carsharing operators, according to various sources, ranged from 30 to 50% back in 2023.
In June, Anton Alikhanov, the head of the Ministry of Industry and Trade of the Russian Federation, reported that his ministry supports the extension of taxi localization requirements to carsharing vehicles.
In May of this year, Russian President Vladimir Putin signed a law on the localization of taxi cars. The law comes into force on March 1, 2026, but in some regions the new requirements will take effect later. On October 1, the Ministry of Industry and Trade of the Russian Federation published a primary list of cars that meet the requirements of the law on taxi localization, which will be operational from March 2026. It includes models of Lada, UAZ, Sollers, Moskvich, Evolute and Voyah brands. Later, the ministry clarified that the list is planned to be expanded, including models under the Haval and Tenet brands, as well as cars manufactured at Kaliningrad Avtotor.
