Analysts have found out in which areas of Moscow apartments are most often bought.
Most of the transactions in the Moscow new building market are concluded in CJSC and Southern Administrative District. In the first 10 months of 2025, 19% of all transactions were concluded in the first district, and 18% in the second, Metrium analysts who conducted market research told Izvestia.
"From January to October, 9.3 thousand equity participation agreements were registered in CJSC. This figure is 23% more than in the same period of 2024, when 7.6 thousand transactions were concluded in the district. The second place was taken by the Southern Administrative District, where home buyers signed 8,600 contracts, which is 8% more than a year earlier. The Northern Administrative District closes the top three with the result of 6.6 thousand concluded transactions, however, demand in this location decreased by 8% over the year," the study says.
In the overall structure of demand for the first 10 months of 2025, CJSC accounts for 19% of transactions, while the Southern Administrative District accounts for 18%. The Northern and Southeastern districts (13% each) and the Northwestern (12%) districts also form significant shares in the total demand. The Eastern and Northeastern districts attracted 8% of buyers each. The smallest share of transactions occurred in the Central (3%), Southwestern (3%) and Zelenograd (2%) administrative districts.
According to analysts, the high popularity of the Western District is primarily due to new buildings in the mass segment, which account for almost half (52%) of the total demand in the location, or 4.8 thousand contracts concluded. Business class took the second place with a share of 40%, which corresponds to 4.3 thousand transactions. Premium class projects accounted for the remaining 11% of demand, or 979 concluded contracts.
"The Western Administrative District is very large-scale, so it actually contains local markets for new buildings belonging to different segments. In recent years, CJSC has been developing as one of the key premium areas. This is facilitated by the prestigious Kutuzovsky Prospekt, as well as extensive parks and pristine natural areas. All these elements are attracting more and more buyers with large budgets — these customers are changing their very idea of a modern lifestyle. They are ready to abandon the Central Administrative District, but live in a natural environment and at the same time maintain high mobility," Anastasia Rimskaya, commercial director of Grad Development, explained to Izvestia.
The average estimated purchase budget in the mass segment of new buildings of CJSC in January–October amounted to 14.3 million rubles, and the average area of an apartment purchased was 40.9 sq. m. In business class, the average receipt reached 26.3 million rubles, and the average square footage was 57.2 sq. m. Buyers of premium class housing in CJSC spent an average of 59.9 million rubles on an apartment with an average area of about 73.3 sq. m. In the high-budget segment, the average purchase budget was the highest, amounting to 163.9 million rubles, and the average area of purchased real estate reached 109.8 sq. m.
Transactions in the market of new business-class buildings prevail in the Southern Administrative District, which account for 50% of demand (4.7 thousand units). In residential complexes of the mass segment in the Southern Administrative District, 41% of DDU, or 3.5 thousand agreements, were issued. In the premium class in the Southern Administrative District, demand was 9% (more than 900 transactions).
"The demand for the Southern District is the result of many years of systematic work on the integrated development of the territory, which is bearing fruit today. Firstly, the transport situation has improved: the southern section of the Moscow High-Speed Diameter has been launched, the Varshavskoye Highway is being reconstructed, the new Biryulevskaya metro line is being designed, and the Kozhukhov Bridge has been built, which connects the Yuzhnoportovy district in the Southern Administrative District with the Nagatinskaya floodplain in the Southern Administrative District. Secondly, the Southern Administrative District has become the flagship of the redevelopment of former industrial zones. In addition, the district has large parks such as Tsaritsyno and Kolomenskoye, as well as the largest indoor amusement park in Europe, Island of Dreams," said Lilia Artsibasheva, Commercial Director of Regions Development.
Larisa Shvetsova, CEO of River Park LLC, believes that among other advantages of the Southern Administrative District, there is a great investment potential. In many ways, it is connected with the landmark project for Moscow to create a second City in the Southern Port. A new business center of the capital will actually appear on the opposite bank of the Moskva River from the Southern Administrative District. From this point of view, prices will increase not only in future projects, but also in already completed new buildings in the east of the Southern Administrative District.
"The key factor in the success of the Southern District is a balanced and maximally diversified offer that can satisfy the needs of almost any buyer. It presents both large-scale projects of integrated development of territories in the mass segment, as well as flagship new business-class buildings and even premium-level clubhouses. This diversity has become possible due to the enormous urban development potential of the district, primarily the presence of large industrial areas suitable for redevelopment. It is these sites that allow developers to create full—fledged urban clusters from scratch, forming not only housing, but also all related infrastructure, which is a powerful magnet for buyers," said Ruslan Syrtsov, Managing Director of Metrium.
Analysts of Grad Development said on November 14 that the average cost of 1 sq.m. The cost of housing in Moscow in October ranged from 400,000 to 1.9 million rubles. The highest average cost of 1 sq. m is traditionally noted in the Central [administrative] District of the capital (1.93 million rubles). The second place is occupied by the Western District [CJSC] (700 thousand rubles).
