The police will have access to the personal data of former prisoners. As Izvestia found out, such a bill is planned to be submitted to the State Duma in the near future by deputies of the United Russia faction — Vice Speaker Peter Tolstoy, deputy chairman of the Security Committee Anatoly Vyborny, and others.

"Considering that, in accordance with the law On Amendments to Certain Legislative Acts of the Russian Federation, when conducting federal state control (supervision) in the field of migration as part of the application of the expulsion regime, officials of the internal affairs body already have the right to use data from mobile devices and geolocation, payment systems operating in automatic mode with special technical recognition tools. It is proposed to extend a similar legal framework to persons released from prison. The changes will allow the police to prevent offenses committed by persons under administrative supervision related to non—compliance with duties and restrictions established by the court," the explanatory note to the document, which is available to Izvestia, says.

Anatoly Vyborny, one of the authors of the bill, explained to Izvestia that the bill gives the police legitimate tools for the effective performance of their assigned functions — searching for wanted persons and monitoring supervised persons using modern technologies. He specified that this is an important step to strengthen public safety, as the use of video surveillance systems, facial recognition and data analysis makes the work of law enforcement agencies more efficient, operational and targeted.

According to him, today more than 100 thousand people are under administrative supervision. In the first nine months of this year alone, 7.5 thousand evaded administrative control, and a third of them could not be found, said Vyborny.

"More than 56 thousand supervised persons were brought to administrative responsibility. Almost a quarter of a million protocols have been compiled. These indicators reflect the scale of the workload and indicate the need for more active implementation of digital technologies in the work of law enforcement officers," the deputy stressed.

He also noted that today the police are obliged to search for and control such persons, but the current legislation does not provide all the necessary mechanisms. The bill eliminates this legal conflict and enshrines the right of the police to use digital technologies for the search.

"The document also introduces new tools for monitoring persons released from prison. By analogy with migration control, it is proposed to use geolocation data, payment systems and cameras, which will allow monitoring compliance with restrictions established by the court and responding more quickly to violations. Increased control reduces the risks of repeated offenses and increases the safety of society. This decision demonstrates the state's systematic approach to the use of modern technologies in the field of law and order," said Vyborny.

Earlier, on September 24, it became known from the electronic database of draft laws of the State Duma that in Russia it is planned to toughen the punishment for desertion. It was proposed to introduce stricter penalties for those who are exempt from criminal prosecution in connection with military service. The implementation of the draft law is necessary to strengthen guarantees for ensuring military security and the country's defense capability, especially during the period of mobilization, martial law, in conditions of military conflict or warfare.
