The EU may grant Ukraine €90 billion without using Russian assets.
The European Union (EU) countries can provide a loan to Ukraine for €90 billion without using Russian assets or provide a loan secured by their own debt. This proposal was made by the head of the European Commission (EC) Ursula von der Leyen in a letter to the leaders of these countries on November 17.
"To propose to the member states to finance at least €90 billion in grants for 2026-2027, which will amount to 0.16% to 0.27% of the GDP of these states; to take on European debt to issue a loan; to use immobilized Russian funds to secure a loan," Bloomberg quotes the text of the letter.
It is noted that the reason for sending the letter was Belgium's refusal to withdraw frozen Russian assets.
Belga news agency reported on November 7 that the European Commission was unable to convince the Belgian government to agree to use frozen Russian assets to issue a loan to Kiev. According to the agency, the Belgian side has not received sufficient guarantees of protection from possible financial and legal consequences.
