Residents of apartment buildings can receive a recalculation of heating fees if the actual room temperature is below the established standards, Sergei Kolunov, first deputy chairman of the State Duma Committee on Construction and Housing and Communal Services, said on November 16.

According to him, the norms are 18-20 degrees inside apartments and no lower than 16 degrees in the corridors. If the figures are lower, citizens have the right to request recalculation.

"If the temperature does not match, there is a recalculation rate [for housing and communal services], it is quite significant when we calculate [a deduction] for each hour [of temperature non—compliance with the norm]," the deputy explained.

He recommended contacting the management company to check and fix the problem. In most cases, the correction period is one day, but if complex repairs are necessary, it can take up to a week. Kolunov stressed that the key evidence is an official act.

"If there is no act, it will be very difficult to prove the reason for the change in tariff rates," he said.

Earlier, on November 6, it was reported that a law on fines of up to 40 thousand rubles for legal entities for violations in preparation for the heating season came into force in Russia. The document also provides for sanctions for officials and is aimed at increasing discipline and timely troubleshooting of heat supply problems.
