The II annual National conference "Telecom and Banks 2025" was held in Moscow

One of the main industry events dedicated to the integration of the banking and telecommunications sectors gathered key market players on November 13. Representatives of leading banks and telecom operators, top managers of technology companies and vendors, cybersecurity and fintech experts met to discuss the present and future of digital partnership. In total, more than 100 people attended the event.

The conference program was divided into three key thematic blocks: strategic vision and sovereign digital landscape, development of MVNO and telecom ecosystems, as well as customer solutions and innovations. During all the sessions, trends were discussed and a comprehensive view of the problems and opportunities at the junction of the two industries was offered.

The conference was organized by Telesputnik, IA Telecom Daily and TMT Conferences. Tricolor was the strategic partner of the event.

In the framework of the plenary discussion "Sovereign Digital Landscape 2025 — what has changed?" The experts summed up the results of the transition to domestic technologies and discussed new challenges. The key topics for discussion were the completion of import substitution of the IT infrastructure, the impact of the digital ruble on payment ecosystems, as well as the increased role of cybersecurity. The panelists analyzed how technologies have changed after the departure of Western vendors and which domestic solutions have become the new standard.

Experts stressed that the issue of localization of technologies is not so obvious, even with their high proportion. "We often hear about localization at 80% or 90%. But usually the whole criticality of the technology lies precisely in these residual percentages," said Vladimir Komlev, ex—CEO of NSPK.

Arkady Panich, CEO of PUMA Billing, also shared a valuable comment on import substitution. "If we talk about import substitution, the key challenge today is to replace foreign databases, in particular Oracle, and minimize dependence on foreign vendors. At PUMA Billing, we went beyond simple solution migration: we initially build the product on modern open source technologies and architectural principles, which allows us to develop much faster and more flexibly. The main advantage of our billing over its foreign counterparts is its complete technological independence, extensive integration capabilities with customer systems, ready support for B2B scenarios, and integration of the mobile product into the existing ecosystem of the operator. We are developing our solution using a modern technology stack: Kafka, PostgreSQL, Kubernetes, Redis and others, providing scalability, fault tolerance and high speed of product development," said Panich.

The session was moderated by Alexey Voylukov, MBA Professor of Business Practice in Digital Finance at the Presidential Academy. The discussion was attended by: Alexander Rusetsky (Deputy Technical Director, Positive Technologies), Artem Shafir (Deputy General Director for Mass Market Development, Sberbank Mobile), Viktor Dostov (Chairman, Association of Participants in the Electronic Money and Money Transfer Market), Arkady Panich (CEO, PUMA Billing), Vladimir Komlev (ex-CEO, NSPK).

The session "MVNOs, Payments and Telecom Ecosystems" discussed the rapid growth of virtual telecom operators. Experts stated that the number of MVNOs in Russia has increased significantly over the past year, and banks are actively integrating them into their ecosystems to retain customers and create new distribution channels.

The final discussion, "Key Trends and innovations in customer Solutions," focused on how the boundaries between telecom and banking are blurring in the era of digital transformation. The speakers discussed how artificial intelligence and new technologies help fight cybercrime and create a personalized customer experience.

The conference "Telecom and Banks 2025: Partnership in the era of digital transformation" was held in a positive way: the participants noted the relevance of the issues raised, the rich program and the practical value of the presented cases.
