Just Russia has developed a draft law on granting the status of a combat veteran to employees of municipal and voluntary fire protection who participated in extinguishing fires in areas adjacent to the territories of their military operations. The party's leader, Sergei Mironov, told Izvestia on November 14.

"Today we are amending the Law on Veterans. We propose to grant the status of a veteran and a disabled combatant to the participants of the municipal and voluntary fire protection. Those who participated in extinguishing fires, evacuating, dismantling rubble, and performing various tasks to save people's lives and health in areas adjacent to the territories of the SVR since February 24, 2022," the parliamentarian said.

Together with the co-author of the bill, MP Marina Kim, it will be submitted to the State Duma. The SR recalled that volunteer detachments continue to work in the Belgorod, Bryansk and Kursk regions, regularly making trips to extinguish fires after shelling. Their selfless work has earned them the status of a combat veteran, Mironov believes.

DB veteran status provides a range of utility, medical, and labor benefits, including monthly payments. In 2025, it amounted to about 4.5 thousand rubles.

A day earlier, Igor Babushkin, head of the State Council's commission for the support of combat veterans, Governor of the Astrakhan Region, reported to Russian President Vladimir Putin that legislative work was underway to assign the status of a combat veteran to new categories of special operation participants.
