"The highest average cost of 1 square meter has traditionally been noted in the Central [administrative] District of the capital (1.93 million rubles). The second place is occupied by the Western District [CJSC] (700 thousand rubles). This is followed by the North-Western [NWAO] (569 thousand rubles), Southern [SWAO] (556.1 thousand rubles), Northern [SAO] (505.6 thousand rubles), North-Eastern [SWAO] (481.2 thousand rubles), South-Western [SWAO] (462.1 thousand rubles), Eastern [VAO] (434.3 thousand rubles) and the Southeastern [Southern Administrative District] (415 thousand rubles) districts," the study says.
In terms of prices, CJSC is noticeably ahead of other prestigious locations. Thus, the average price in new buildings of CJSC is 23% higher than in the North-Western District, 46% higher than in the North-Eastern District and 52% higher than in the South-Western District.
Over the past year, new buildings in CJSC have risen in price by 23%, which puts it on a par with the leaders in terms of price growth. For comparison, prices increased by 26% in the Central Administrative District over the same period, and by 19% and 18% respectively in the Southeastern and Northeastern districts.
However, in the five-year perspective, the picture looks different. Since 2020, the average cost per square meter in the Western District has increased by 94%. This indicator is inferior to the dynamics in other parts of the city. For example, the growth in the Central District was 156%, and in the Southeastern and Southern Districts - 123% and 117%, respectively.
The price increase occurs against the background of high consumer activity. According to the results of the first nine months of 2025, 8.6 thousand equity participation agreements were concluded in Moscow. This result is 27% higher than in the same period last year, when 6.8 thousand transactions were recorded in January–September.
At the same time, a significant reduction in the supply volume is observed in the market of new buildings of CJSC. During the year, from October 2024 to October 2025, the number of apartments and apartments for sale decreased by 28% — from 8.6 thousand to 6.2 thousand. The largest volume of supply in September 2025 was recorded in the Southern District (7.1 thousand apartments and apartments). 6.2 thousand variants are on display in the Western District, 5.5 thousand in the Northern District, 5.2 thousand in the North—Western District and 4.3 thousand in the North-Eastern District. The least number of new buildings is represented in the Southwestern (2.4 thousand), Central (3.4 thousand), Southeastern (3.7 thousand) and Eastern (3.8 thousand) districts.
Thus, the combination of high demand and dwindling supply has become a key factor in the rapid rise in prices for new buildings in the Western District.
"The Western District has historically been considered one of the most prestigious and comfortable to live in. Now, against the background of unprecedented price growth in the Central Administrative District, we are witnessing a shift in the focus of buyers of expensive real estate here. CJSC uniquely combines a developed urban environment and excellent ecology. Extensive green areas remain here, which become points of attraction for new premium projects," Anastasia Rimskaya, Commercial director of Grad Development, explained to Izvestia.
