The Federal Law on the Development of Viticulture and Winemaking, which entered into force in 2020, has become a breakthrough for the Russian wine industry. This was announced by the new head of the Board of the Association of Winegrowers and Winemakers (ABVR) Zhanna Belovol at the IV Russian Wine Forum.
"I want to <...> thank everyone who took an active part in the very beginning of writing the 468th law On the Development of Viticulture and Winemaking in the Russian Federation. <...> I would like to take this opportunity to say <...> many thanks to the deputies of all branches of government who participated in the drafting of this law. I really want to say huge words of gratitude, first of all to the President [of the Russian Federation Vladimir Putin], because all of us, dear winemakers, know and understand perfectly well that <...> the active participation and support of this law was on the part of the head of state," noted Belovol.
She added that over the past five years, Kuban has allocated 15 billion rubles for the development of the wine industry. Due to this, the area of land used for growing grapes increased to 3 thousand hectares, and the opportunity to get more than 3.5 thousand people to work increased.
According to the new head of the AWBR, the country needs to establish close cooperation between wineries to share experiences.
"We have already gone down the path of sharing our experience with each other, creating joint platforms today, and it seems to me that it is very important to share and transfer our experience, because, by and large, we were once a big, friendly family," noted Belovol.
She also stated that Russia has all the necessary resources to develop the wine industry.
Zhanna Belovol became the new chairman of the AVR of Russia at the next meeting of the association. It is noted that her candidacy was supported by the majority of the board members of the AWBR.
Earlier, on November 1, it was reported that the plenary session of the forum entitled "Wine of Russia. The First five-year plan" will be devoted to summarizing the operation of Federal Law No. 468-FZ "On Viticulture and Winemaking." In the five years since its adoption, the area of vineyards in the country has exceeded 100 thousand hectares, and the production of domestic wines is showing steady growth.
In 2025, five years have passed since the entry into force of Federal Law No. 468-FZ "On Viticulture and Winemaking in the Russian Federation." This legislative act became a turning point for the industry, laying the foundation for its systematic state support during the difficult and responsible period of formation of the domestic raw material base — the Russian vineyard, whose status was first consolidated at the legislative level.
