When do I need to change my driver's license?

The standard validity period of a driver's license is 10 years from the date of issue. After that, the document will have to be updated. You do not need to take the traffic law exam again. There are other reasons for replacing a driver's license.:

  • change of last name, first name or patronymic;
  • detection of incorrect data in a document;
  • getting an additional category for transport management;
  • identity damage;
  • loss or theft of a document;
  • changes in the driver's health status.

Who needs to change their driver's license in 2025

In 2022 and 2023, the Russian Ministry of Internal Affairs issued resolutions on the automatic renewal of certain driver's licenses. Documents that expired between January 1, 2022 and December 31, 2025 will be considered valid for another three years.

How it works:

  • upon expiration on June 1, 2022 — replacement until June 1, 2025;
  • If the deadline expires on June 1, 2023, the appeal will be submitted before June 1, 2026.;
  • upon expiration on August 1, 2025, it will be replaced until August 1, 2028.

For rights with an expiration date after December 31, 2025, the standard replacement procedure without automatic renewal is applied.

What documents are needed to replace a driver's license?

To apply for a new driver's license, you need to prepare a package of documents. The list may vary depending on the basis of the replacement. Most often it includes:

  • passport;
  • SNILS;
  • receipt of payment of the state fee;
  • medical certificate in the form No. 003-In/at;
  • old driver's license;
  • a completed replacement application.

Drivers who change their license due to a change of full name will need supporting documents from the registry office, and those who have received a new category will need a document confirming successful completion of training. A medical certificate is not required when rights are replaced due to loss, damage or modification of personal data. In all other cases, the provision of a medical report is mandatory.

How to get a medical examination to replace your driver's license

The medical examination is one of the most difficult stages of replacing a driver's license. You can take it at any licensed medical institution, such as a public clinic or a private center.

Mandatory specialists for inspection:

  • therapist;
  • ophthalmologist;
  • psychiatrist;
  • narcologist.

In some cases, additional examinations may be required, for example, by a neurologist or cardiologist. Opinions from a psychiatrist and a narcologist are issued exclusively in state dispensaries at the place of registration, they cannot be obtained in private clinics.

The cost of passing a medical examination depends on the medical institution and the category of rights. The 003-Military certificate is valid for 12 months — during this time you need to have time to update your rights, otherwise you will have to go through all the specialists again.

How to replace a driver's license

There are several ways to apply for a new identity card. Each of the options has its own characteristics and deadlines.

Driver's license replacement through Gosuslugi

Electronic submission of documents through the Gosuslugi portal can significantly reduce the processing time. A verified account is required to use this method.

Step-by-step instructions:

  • log in to the portal and go to the "Transport and Driving" section;
  • select the "Getting or replacing a driver's license" service;
  • fill out the electronic application by checking the automatically uploaded data.;
  • specify the information from the medical certificate;
  • Choose a convenient traffic police department and make an appointment.;
  • pay the state fee in the amount of 2 thousand rubles at any branch or in the bank's application.

Driver's license replacement through the MFC

Contacting the multifunctional center (MFC) assumes a longer document production time, but it is convenient to make an appointment.

  • prepare a complete package of documents;
  • contact the selected branch of the MFC;
  • get a ticket for the license replacement service;
  • pay the state fee;
  • hand over the documents to an employee of the center;
  • go through the photography procedure.

The production time for a new certificate through the MFC is from 7 to 15 working days. The increased processing time is due to the need to transfer documents to the traffic police.

Driver's license replacement through the traffic police

A direct appeal to the department of the State Traffic Inspectorate allows you to get the rights on the day of submission of documents in the absence of a queue. However, if the department is very busy, the wait may take a long time.

Algorithm of actions:

  • fill out the application and prepare the necessary documents;
  • Contact the nearest traffic police department.;
  • get a ticket at the electronic terminal;
  • give the documents to the inspector;
  • go through the photography procedure;
  • wait for the certificate to be produced.

How much does it cost to replace a driver's license

The amount of the state fee for the replacement of the national driver's license is 2 thousand rubles. For international rights, the fee is 1.6 thousand rubles.

The following persons are exempt from paying the state duty::

  • veterans and invalids of the Great Patriotic War;
  • former concentration camp prisoners;
  • residents of Crimea when replacing Ukrainian rights with Russian ones;
  • conscripted military personnel, if they have a certificate of special training in the specialties "soldier", "sailor", "sergeant" and "sergeant major" in the direction of the commissariat;
  • participants in a special military operation.

Is it possible to drive with expired license

Driving a vehicle with an expired driver's license is equivalent to driving without a license. Administrative liability is provided for this violation, as well as a fine from 5 to 15 thousand rubles. In addition, the car can be taken to a parking lot if it is not possible to transfer control to a person with a license. For transferring control to a person with expired rights, the car owner can be fined 30 thousand rubles.
