A new mechanism for automatically verifying the availability of a CTP policy will appear in Russia, which will work through a network of traffic cameras. This control procedure is provided for by the draft law adopted by the State Duma in the first reading. Alexey Ivanov, the owner of the ALLIANCE TRUCKS commercial vehicle dealership network, explained the essence of the initiative and possible consequences for drivers on November 13 to Izvestia.
He noted that the cameras will check the license plates of cars with the database of the Russian Union of Motor Insurers automatically every time they pass under the lens. You will not have to submit any additional documents, since the electronic policy is entered into the unified RSA system.
"Many people continue to carry the paper version out of habit, but they have not needed it for a long time. For new car owners, the old rule remains: you can get insurance within 10 days after purchase," Ivanov said.
He clarified that even if the car is fixed several times a day, the fine will be sent only once. The first violation will cost the driver 800 rubles, repeated during the year — already 3-5 thousand. The system is scheduled to be launched no earlier than September 1, 2026. The Interior Ministry is to complete the modernization of the "Web" infrastructure, which integrates cameras across the country and provides data exchange with insurers.
According to the Russian Union of Motor Insurers, today from 7 to 10% of motorists drive in the country without a CTP policy, and in some regions their share reaches 40%. Ivanov explained that the cameras will help identify violators where inspectors are physically unable to control the flow of traffic, especially on federal highways and in large cities. He added that the cost of the policy is decreasing: for the first nine months of 2025, the average price was 7,274 rubles, which is 5% less than a year earlier.
"The economics here are simple: two or three fines will be more expensive than an annual policy," the expert emphasized.
According to Ivanov, the easiest way to avoid fines is to extend the CTP on time and monitor the expiration date of the contract. You can apply for an extension two months before the expiration date, and completely online. The system is currently being tested: since March 2025, cameras in a number of regions have been sending notifications through Gosuslugi, but so far they have not been fined. The full-fledged mode will start working after all settings and checks are completed by the fall of 2026.
On October 27, Anatoly Aksakov, chairman of the State Duma Committee on the Financial Market, reported that the Ministry of Internal Affairs plans to automatically record the absence of CTP from drivers using traffic cameras and issue fines starting in the fall of 2026. Before that, the system will be tested in pilot regions. Before it is fully configured, motorists will receive only notifications of violations.
