The State Duma spoke about possible changes to the parent capital in 2026

In Russia, they are trying to resolve the issue of the possibility of paying the funds of the maternal family capital for the third child and for subsequent children, currently this possibility is carried out only at the regional level. This was stated by State Duma deputy Svetlana Bessarab on Wednesday, November 12.

According to the parliamentarian, it is difficult to talk about changes in the payments of the maternity capital next year, the government takes an extremely conservative position on the issue of its use for fear of illegal cashing out, so it is reluctant to expand, but the deputies hope to resolve this issue, for example, for large families.

"It's hard to say how quickly this will happen. But we must pay tribute to our regions — many of them have already introduced their regional maternity and family capital today and are paying funds for the third and subsequent children," Bessarab said in a conversation with Lenta.Ru .

Earlier, on November 6, Sergey Rybalchenko, chairman of the Public Chamber's commission on demography, proposed expanding the maternity capital system by providing payments for a third child, which should amount to at least 1 million rubles.

He noted that the maternity capital for each child should be progressive and increase with each subsequent child. He proposed doubling the amount of maternity capital at the birth of the second child and significantly increasing the payment for the third.

At the federal level, a mortgage repayment subsidy of 450 thousand rubles is currently provided, which has not changed since 2019. Rybalchenko stressed that this payment should become a large maternity capital provided once at the birth of the third and subsequent children, and regional programs should support families with fourth and subsequent children.

Earlier, on October 31, Yaroslav Nilov, chairman of the State Duma Committee on Labor, Social Policy and Veterans Affairs, recalled in an interview with RT that soon the parent capital would be indexed according to the level of actual inflation.
