With the onset of cold weather, Russian drivers traditionally have to decide when to change their summer tires to winter tires. When to change summer tires to winter tires according to the law
In accordance with the Decree of the Government of the Russian Federation No. 837, which entered into force on September 1, 2023, vehicles with M1 and N1 categories are required to use winter tires from December 1 to February 28 (29).
The ban on the use of summer tires in winter and studded rubber in summer has been in effect since September 1, 2023, helping to improve road safety. At the same time, the use of all-season tires is allowed all year round, since they are designed for all weather conditions.
At what temperature do I need to change my tires for winter tires?
Experts advise changing tires not according to the calendar, but based on the air temperature. The optimal value is +7 °C — at higher temperatures, winter tires wear out quickly and stick to the road worse, and summer tires at temperatures below +7 ° C lose efficiency and increase braking distance.
Driving on summer tires at subzero temperatures is especially dangerous — even on dry asphalt, the grip deteriorates. Therefore, many motorists recommend taking into account the local climate and weather forecast when choosing the time to change shoes.
Fines for non-compliance with the rules of changing rubber
Failure to comply with the rules for replacing tires in Russia in 2025 entails administrative liability in accordance with Part 1 of Article 12.5 of the Code of Administrative Offenses (Code of Administrative Offenses of the Russian Federation). A driver driving a car with non-seasonal tires, such as summer tires in winter or winter tires (especially studded tires) in summer, may receive a fine of 500 rubles. At the same time, in some regions with more severe climatic conditions, the amount of the fine can reach 1.5–2 thousand rubles.

Weather forecast for the autumn-winter period of 2025
Meteorological winter has not yet arrived in Moscow, but rains and sleet are expected next week. The temperature in the capital will range from +1 to +4 degrees at night, from +4 to +7 degrees during the daytime, and a cold snap with frosts and icy conditions is possible in the northeast.
"The average daily air temperature will already be below the criteria for refilling vehicles of +5 degrees for the winter version of the wheels...> If changing tires today seems premature to someone, then next weekend, when wet snow falls in places in Central Russia, it may be too late," meteorologist Evgeny Tishkovets wrote on his telegram channel.
In St. Petersburg, November will be relatively warm and humid, with temperatures around 0...+2 degrees and frequent precipitation, including sleet, which creates conditions for ice and bad weather.
The Ural and Siberian regions already have typical late autumn temperatures with night frosts of up to -10...-15 degrees and daily snowfall. In the northern and eastern parts of the country, including Krasnoyarsk, Irkutsk and Khabarovsk, winter will come early and will be severe, with temperatures below -15 degrees and frequent snowstorms.
Southern regions such as Krasnodar Krai, Crimea, Sochi and Anapa are expecting a mild and relatively warm winter with temperatures above 0 degrees and minimal precipitation in the form of sleet or rain. However, even here, drivers are advised to keep a closer eye on the weather due to sudden temperature fluctuations and the possibility of ice.
Despite the relatively warm autumn, a sharp cold snap is expected in most regions in the coming weeks, which requires motorists to change tires in a timely manner and prepare vehicles for winter conditions.
