Deputy Mayor Bagreeva assessed the prospects for the expansion of public procurement participants

The inclusion of e-commerce platforms in the small-volume public procurement system should be carried out taking into account the existing requirements for transparency and certification of sites, said Maria Bagreeva, Deputy Mayor of Moscow, head of the Department of Economic Policy and Development of the city. She expressed this opinion at the Platformization of Public Procurement session of the Platform Economy Day.

"Today, there is a fairly high level of competition among suppliers of various IT solutions in the small-volume procurement system," Bagreeva noted. So, according to her, there are about 15 electronic stores operating in the country, operating in accordance with the requirements of the tender legislation. "There is healthy competition between the sites, which stimulates their continuous development and improvement," she stressed.

In particular, one of the largest trading platforms is the Moscow suppliers portal, which was created more than 12 years ago to automate small-volume purchases in the capital. "Today, the supplier portal is used by state and municipal customers from 43 regions of Russia, and more than 385 thousand suppliers from all over the country offer their goods, works and services on the platform," Bagreeva said.

The Deputy Mayor stressed that all procedures on the Moscow suppliers portal take place in electronic form, starting from the formation of procurement documentation and ending with the signing of closing documents. The site provides high competition, as there are an average of seven participants for each purchase, which reduces the cost of the purchased product, work or service by about 14%, Bagreeva noted. "The supplier portal is not just a marketplace, it is a modern IT tool operating within the existing government procurement system and combining effective solutions for organizing and conducting small-volume purchases," said the Deputy mayor.

Commercial electronic platforms have an important advantage — a well-developed network of order pick-up points, Bagreeva noted. Conducting small-volume purchases on them can become an effective and competitive solution for customers from regions with a low population concentration and a large number of remote settlements, the deputy mayor believes.

"It is important that the inclusion of online trading platforms in the public procurement system is carried out taking into account all legal requirements and while maintaining competition both among sites and during procurement procedures," Bagreeva stressed.

The panel session "Platformization of public Procurement" was held as part of the Platform Economy Day at the National Center "Russia" on November 11. The event was organized in accordance with the instructions of the President of the Russian Federation following the results of the Eastern Economic Forum (WEF). One of them concerns the launch of an experimental legal procurement regime in the field of education on domestic digital platforms, the Ministry of Education clarified. We are talking about platforms with a well-developed delivery infrastructure in more than half of the regions. In September, a pilot project was launched in the Ryazan region, within the framework of which 17 state contracts were concluded and successfully executed.

Thanks to the standardization of procedures, the introduction of digital technologies and the involvement of small businesses, Moscow state procurement ensures savings at all stages of the process.
