Russia is ready to return to preparations for talks between Russian President Vladimir Putin and American Leader Donald Trump. This was announced on November 11 by Russian Foreign Minister Sergei Lavrov to reporters.
"We are also ready to discuss with our American colleagues the resumption of preparatory work for the summit of the leaders of Russia and the United States proposed by them," Lavrov said in an interview with Russian media.
He also noted that Budapest remains the preferred venue for the talks between Putin and Trump.
The diplomat noted that the media had spread false information about the alleged refusal of the American side to negotiate with Russia after receiving the Russian memorandum, which contained firm demands on Ukraine.
"The purpose of this memorandum was to remind our American colleagues of what was discussed in Anchorage...> This informal document did not contain anything other than what was discussed in Anchorage and did not cause rejection from the American interlocutors," Lavrov said.
According to him, the telephone conversation with US Secretary of State Marco Rubio after receiving the memorandum was positive and polite. The parties confirmed the move based on what was discussed by Putin and Trump in Alaska.
Lavrov also noted that Russia's proposal to adhere to restrictions in accordance with the Strategic Offensive Arms Treaty (START Treaty) for another year is a unilateral "show of goodwill."
"In order for the United States to support our approach, no negotiations, no consultations are needed. We just need the United States to say: "It's fine, and we won't raise the quantitative levels of the strategic weapons test treaty during the year," the Russian Foreign Minister said.
He stressed that the situation with the agreement is transparent: the quantitative parameters are known to both sides, and each of them has information about the potential of the other.
Russian Deputy Foreign Minister Sergei Ryabkov said on October 29 that the dates and venue of a new meeting between Putin and Trump would be determined when the content of such a meeting would be prepared. He also said that so far there are no necessary conditions for holding a meeting between the two leaders. According to Ryabkov, at the moment, the priority for the foreign ministries in preparation for the meeting is to provide specifics on the points that were formulated by the heads of state during the meeting in Alaska.
Kremlin spokesman Dmitry Peskov, in turn, said on November 7 that the Russian-American summit in Budapest was in demand by both sides, but that scrupulous expert work was needed to organize it.
Trump expressed his intention to discuss with Hungarian Prime Minister Viktor Orban the possibility of organizing a meeting with Putin. The US president also expressed optimism about the prospects for a peaceful settlement of the conflict in Ukraine. The US leader said he was confident that the conflict would end in the "near future."
