The State Duma proposed to double fixed payments to the insurance pension
The leader of the Fair Russia party, the head of the State Duma faction, Sergei Mironov, sent a proposal to Prime Minister Mikhail Mishustin to increase the fixed pension payment to 17,815 rubles, which is twice the current amount. This was reported on November 11.
In a letter to the Prime Minister, Mironov stressed that the increase "fits into the principles of social responsibility proclaimed in the current strategic documents" and asked the government to provide an official position on the initiative.
In an interview with RIA Novosti, he noted that "the structure of the insurance pension consists of individual pension coefficients and a fixed payment, which today amounts to 8,907 rubles and is indexed annually by government decision."
"I propose to index the fixed payment, increasing it from 8,907 to 17,815 thousand rubles. Making such a decision will increase the well—being of pensioners and strengthen citizens' trust in the pension system," the parliamentarian added.
According to him, the fixed payment was initially the basic component of a pension to ensure a minimum income, but over time it ceased to meet the real needs of citizens.
Earlier, on November 1, it was reported that the insurance pensions of 38 million Russians will be indexed by 7.6% from January 1, 2026. The next increase is expected for recipients of social pensions from April 1, and military pensions and payments to former law enforcement officers from October 1, 2026. In total, 43 million pensioners in Russia will receive an increase in payments, while funds for indexation have already been budgeted.
