The Russian government has supported the idea of banning the use of credit and corporate cards, as well as borrowed funds from individual entrepreneurs for remote betting in bookmakers. This was reported on November 10 by the newspaper Kommersant.
Senator Andrey Kutepov did not comment on the bill, noting the absence of an official government opinion. At the same time, RANEPA expert Alexey Voylukov stressed that "potential restrictions on the betting sector are statistically insignificant for businesses, but they can play an important protective role for citizens' finances."
However, the bookmakers themselves consider the initiative to be of little use. Nikolay Oganezov, adviser to the CEO of Fonbet, noted that "players can easily cash out credit money or transfer it to debit cards, which makes the ban meaningless." Konstantin Gusev, Development Director at Olimpbet, added that the exact source of funds is known only to banks, so the direct impact of the restriction will be limited.
Earlier, on November 19, 2024, it was reported that the State Duma introduced a bill on fines for bookmakers for accepting bets from minors, debtors and incapacitated citizens. It is proposed to set a fine for legal entities for such violations in the amount of 500 thousand to 1 million rubles in order to close the gap in legislation allowing these categories of customers to place bets via the Internet.
