Mobile operators, in accordance with the requirements of regulators, have launched a new mechanism to ensure security and protection from unmanned aerial vehicles (UAVs) using data from phone SIM cards. The mechanism began operating in a test mode on November 10, according to the Russian Ministry of Finance.

"When a SIM card enters the territory of Russia from abroad, it must be confirmed that it is used by a person, and not embedded in a drone. Until then, the mobile Internet and SMS on this SIM card will be temporarily blocked," the department's Telegram channel says.

For subscribers with Russian SIM cards, a "cooling-off period" is introduced for 24 hours: if the SIM card is inactive for 72 hours or when returning from international roaming.

When the SIM card is blocked by the operator, the user will receive an SMS notification. Upon returning from abroad, it will be possible to remove the lock by clicking on the link that the operator will send. After logging in, access to the Internet and SMS for the owner of the number will be restored. This can also be done through a call center.

"The innovations are aimed at ensuring the safety of Russian citizens. SIM cards with mobile Internet can be inside enemy UAVs and used for their navigation. Temporary lockdowns will increase protection from drones," the ministry explained.

Earlier on Monday, the government's commission on legislative activity approved a bill that exempts mobile operators from liability in the event of a communication outage due to the threat of drone attacks. The draft law of the Ministry of Digital Development amends Articles 44 and 46 of the Federal Law "On Communications". The bill also establishes the obligation of operators to suspend the provision of communication services at the request of the relevant authorities.
