The State Duma proposed to provide Russians with free housing upon birth
It is necessary to provide people with free housing upon birth. Svetlana Razvorotneva, Deputy Chairman of the State Duma Committee on Construction and Housing and Communal Services, told Izvestia on November 10.
According to her, currently the only way to improve living conditions is to get a mortgage or build your own house. At the same time, preferential programs are too expensive for the budget — almost 600 billion rubles a year are spent on subsidizing the difference between the key and preferential rates.
"Unfortunately, for a significant number of families in large cities, housing is not available at any mortgage rate, because the cost per square meter is constantly increasing, and a person with an average salary cannot afford to buy this housing," the deputy explained.
The parliamentarian stated that it is necessary to develop a system of rental housing and rental subsidies, as is done in European countries.
"In our country, only people with average incomes, as well as people with low incomes, can apply for these rented houses. At the same time, it is not the turn of the municipality to improve housing conditions in order to purchase housing for social rent. Therefore, the task of building rented housing is fixed in the Housing and Communal Services strategy until 2030," said Razvorotneva.
She also commented on the proposal of public figure and political scientist Vadim Popov to provide young couples with free housing if they live together for 10 years. The MP stated that this idea is unrealistic and contrary to the constitutional rights of citizens.
"This is a personal right of citizens. No one can, and it's even inhumane and dishonest to force people to live in such conditions, under the promise of providing an apartment," said Razvorotneva.
According to the MP, people could endure difficulties and family crises for years, remaining married only for the sake of receiving benefits, and then faced with its cancellation.
On October 6, Federation Council Chairman Valentina Matvienko said that the family mortgage rate in Russia should be diversified depending on the number of children in the family. She noted that the government spends significant funds on this program. According to Matvienko, a family mortgage should meet its goal of increasing the birth rate in the country.
