The Central Bank announced a decrease in complaints about CTP and car loans
In the three quarters of 2025, the number of car owners' complaints against insurers has more than halved compared to the same period last year. The Bank of Russia announced this on November 10 in its Telegram channel.
In particular, the incorrect application of the bonus-malus coefficient (KBM) in CTP reduced complaints by almost 70%. This result is due to the fact that since November last year, citizens can independently clarify and challenge the MSC through the website of the National Insurance Information System, the Central Bank clarified.
The number of complaints about car loans decreased by almost a quarter. It is noted that, first of all, claims against unfair practices of banks have decreased. This is due, among other things, to the fact that banks join the memorandum "On the principles of fair car loans" and refuse to cooperate with unscrupulous car dealers.
Since the beginning of the year, 280 thousand complaints have been received from consumers of financial services, which is 15.8% more than in the same period last year. At the same time, the growth rate is slowing down: if in the first quarter the number of complaints exceeded the level of last year by 23.1%, then in the third quarter it was only by 11%, the Central Bank estimated. In January–September 2025, the Bank of Russia received 204.3 thousand applications (+11.4%). It is noted that one appeal may relate to several problems and/or organizations, therefore, it takes into account not one, but several complaints.
Earlier, on October 30, the head of the Russian Union of Motor Insurers (RSA), Evgeny Ufimtsev, said that the average cost of CTP policies in Russia had reached a low point, and now insurers expect it to gradually increase. Ufimtsev estimated the future increase in the cost of the policy at 2-3%.
On October 27, it was reported that the State Duma Committee on State Construction and Legislation recommended the adoption in the first reading of a bill that prohibits repeated fines during the day for driving without CTP.
